Microsoft says you shouldn't use Gacutil.exe in prod but the other tools they suggest are outdated/don't exist. Disable it, reboot the server and now you should be able to use the regular drag & drop method. The file for .Net v3.5is located in C:\Program Files (x86) \Microsoft SDKs\Windows\v7.0A\bin.
