Outcmd.dat is located in C:\Documents and Settings\\Application Data\Microsoft\Outlook folder. Do you want to disable this add-in? I'm not using Cached Exchange Mode, and there have never been problems like this with any of the machines before. With Outlook close, do a search for and rename outcmd.dat file.
