I set it back to "Append primary and connection specific DNS suffixes" and the problem went away. Can't backup to another server as only the >> backup server has enough space on a hard drive. I notice the only thing is, it does not seems to be able to authenticate itself with the DC.
It turns out the problem was all in DNS.

Now I ran a normal restore & all the 23 files & 8 folders were restored successfully. Kerberos policy is in the Default domain policy and not Default > Domain Controller policy] > - Expand "Computer Configuration" / Windows Settings / Security Settings / > Account Policy / If the User Account Control dialog box appears, confirm that the action it displays is what you want, and then click Continue. These old accounts were both disabled and still active machine accounts.
