It shouldn't be trying to download anything in the build phase in the first place. I am currently trying to pare this down to a minimal testcase, and will open a separate bug for that when I get it to work. I noticed that xml-common and sgml-common were updated around Jul 2, but reverting to the older versions of these packages did not fix the problem. If something has corrupted the catalog file, this will run xmlcatalog and rebuild /etc/xml/catalog, which may resolve these compile errors.
