Microsoft has done something with their update servers lately. Can't believe I haven't even seen that tool before. At the bottom there is a line : "Limit CPU usage during scan to:_____" I changed my setting from 50% to 20%. However, on some systems(XP) this will cause an svchost to continually poll this signal via a gateway. Check This Out

As soon as I disabled the Windows Update Service the cpu went from 50% plus usage to a few percent.
